Executive Director & Senior Vice President at China Unicom (Hong Kong) Ltd. and Director & Senior Vice President at China United Network Communications Corp. Ltd. (both are subsidiaries of China United Network Communications Ltd.), Vice General Manager at Unicom Group Holdings, Inc. and General Manager-Human Resource Department at China United Network Communications Group Co., Ltd.

Dr. Shao received a graduate degree from BI Norwegian Business School, a doctorate from Nankai University and an undergraduate degree, a graduate degree and a graduate degree from Harbin Institute of Technology.
