He was also a Senior Partner at Proskauer Rose LLP from 1989 to 1999, Deputy Attorney General at the US Department of Justice from 1986 to 1988, and a Member of the Boys & Girls Clubs of America, the American Bar Association, the New York State Bar Association, the Council for Excellence in Government, The Association of the Bar of the City of New York, the Federal Bar Association, and the New York County Lawyers Association.
Mr. Burns received a graduate degree from Cornell University and an undergraduate degree from Union College (New York) in 1950.
