Ce fils d'immigrants libanais a reçu un « Bachelor of Art » en 1969 à l'Université de Californie du Sud. Il a également fréquenté l'École de droit de l'Université de San Diego, où il a été rédacteur en chef de la Revue de droit et a obtenu un doctorat en Droit en 1972.
Il a travaillé auprès de la très riche famille Bass (RMBG) pendant dix ans, au Texas. Il cherchait des sociétés industrielles qui ne marchaient plus, et il les redressait en leur fournissant capitaux et management. Avant de se joindre à RMBG, M. Barrack a servi en tant que Président d'Oxford Development Ventures, Inc et en tant que Senior Vice President de EF Hutton & Co. à New York.
Il a pratiqué le droit international de la finance jusqu'en 1976. Puis il s'est mis à son compte, en reprenant les leçons familiales. Son père avait réussi en vendant des oranges à contre-saison. Tom, lui, a fait fortune en achetant des immeubles quand le prix du mètre carré baissait, puis des portefeuilles de mauvaises créances, et des entreprises en crise...
En 1976, M. Barrack a commencé sa carrière d'investisseur immobilier en tant que Président de Dunn International Corporation.
Il fonde en 1991, à Los Angeles, Colony Capital, fonds international d'investissement immobilier. Il assure la direction stratégique et de l'investissement et le leadership de la Société.
Colony Capital est soutenu par 120 investisseurs institutionnels qui lui ont confié 536 milliards de dollars de fonds propres. Il peut alors investir à tour de bras aux quatre coins de la planète : bureaux, hôtels de luxe, casinos, bars, restaurants, ... Mais aussi vignobles, hypermarchés ou stades de football.
De Taipei à Las Vegas, de Paris à Tripoli, Colony Capital a mis plus de 18,6 milliards de dollars dans 127 opérations ces quinze dernières années, dégageant un taux annuel moyen de retour sur investissement supérieur à 21 %.
Tom Barrack est la 375ème fortune américaine avec un patrimoine de 1,1 milliard de dollars, selon le classement Forbes 2011.
Il est maintenant propriétaire de casinos à Atlantic City, dans le Golfe Persique et en Europe, en plus d'hôtels de luxe, d'immeubles et d'appartements.
