In his past career Dr. Li was Chairman for Legal Aid Services Council, Senior Partner at Li, Tang, Chen & Co., Member of Legislative Council of Hong Kong, Member of The Financial Reporting Review Panel, Member of The Commission on Strategic Development, Member of Financial Reporting Council (Hong Kong), President at Hong Kong Institute of Certified Public Accountants and Treasurer at The Education University of Hong Kong.

He received an undergraduate degree from The University of Manchester.
