En 1998, il lance Evite, le premier site de planification d'événements sociaux permettant de gérer et d'envoyer des invitations en ligne. Il en devient le PDG. Ce site est aujourd'hui détenu par la société de Barry Diller, IAC/InteractiveCorp.
En 2003, Josh Silverman entre chez eBay et enchaîne les postes de direction, dont celui de vice-président et de directeur général d'eBay Pays-Bas et de Marktplaats.nl. Il participe aussi au lancement de l'entreprise européenne eBay Annonces. Puis, il devient PDG de Shopping.com, une filiale d'eBay.
Avec près de dix ans d'expérience dans la gestion de l'hyper-croissance mondiale des sociétés Internet grand public, Josh Silverman devient, le 24 mars 2008, CEO de Skype. André Haddad, succède à Josh Silverman aux fonctions de PDG de Shopping.com.
En prenant les rênes de Skype, Josh Silverman démontre tout son savoir-faire et transforme Skype en un acteur incontournable du secteur des télécommunications. Le site se développe à une vitesse vertigineuse. Entre 2009 et 2010, le nombre d'utilisateurs augmente de 40% et le nombre de minutes d'utilisation de 70%. Détenue à 30% par eBay, Skype revendique 500 millions d'utilisateurs et un chiffre d'affaires de 185 millions de dollars au cours du troisième trimestre 2009.
En octobre 2010, Josh Silverman rejoint le fonds d'investissement Greylock Partners. Tony Bates, ancien "vice-président senior" de Cisco, remplace Josh Silverman au poste de directeur général de Skype.
