In 1991, he received his degree of LLM from the University of London.

Before joining Bohai in 2007, Mr. Li was Director of Hong Kong Peregrine Investment Holdings Limited, President of Beijing Century Tiger Technology Company, Vice President of Huawen Investment Holding Company, and Managing Director of Macquarie Investment Advisory Group (Beijing), respectively.
