Licencié en droit, Serge Weinberg intègre l'Institut d'études politiques de Paris puis l'École nationale d'administration (ENA). Il en sortira en 1976 âgé de 25 ans. Il commence alors sa carrière de fonctionnaire comme sous-préfet. En 1981, il devient chef de cabinet du ministre du Budget, Laurent Fabius.

En 1982, il rejoint le monde de l'entreprise en tant que directeur général adjoint aux finances de FR3. Directeur général puis Président de Havas Tourisme, il dirige de 1987 à 1990 Pallas Finances, une filiale de la Banque Pallas.

C'est en 1990 que Serge Weinberg rejoint le groupe Pinault comme Président de la CFAO (Compagnie française de l'Afrique occidentale). Un an plus tard, il est nommé président de Rexel, une filiale du groupe Pinault-Printemps-La Redoute. Cinq ans plus tard, François Pinault lui confie la présidence du directoire de PPR, poste qu'il occupera jusqu'en 2005.

En 2005, Serge Weinberg créé son fonds d'investissement Weinberg Capital Partners, une société d'investissement spécialisée dans deux métiers : l'immobilier et les « leveraged buy-outs » (LBO). En 2007, il crée Weinberg Real Estate Partners et privilégie les investissements qui requièrent une gestion active : immeubles à rénover, situations locatives complexes, acquisitions de portefeuilles.

Serge Weinberg fut, jusqu'à sa démission en 2009, le Président non-exécutif du Conseil d'administration d'Accor. Il est encore aujourd'hui administrateur de Schneider Electric, de la Fnac, d'Artémis et de Gucci. Depuis 2009, Serge Weinberg est président non exécutif de Sanofi Aventis. Il a succédé au fondateur du groupe, Jean-François Dehecq, atteint par la limite d'âge à soixante dix ans.

Il a été l'un des membres de la Commission pour la libération de la croissance française dite Commission Attali, qui a remis son rapport au président de la République le 23 janvier 2008. Serge Weinberg est un homme de réseau. Il veille à entretenir les relations qu'il a établi à Sciences Po (Olivier Schrameck, Alain Minc, ...) et à l'ENA (Jean-Charles Naouri, Michel de Rosen, ...).

Son expérience au sein du cabinet de Laurent Fabius lui a permis de rencontrer Louis Schweitzer (Renault), Jérôme Clément (Arte), Patrick Ponsolle (Morgan Stanley) et, plus tardivement, Bruno Cremel, que Weinberg a propulsé à la direction générale de la Fnac.

Passionné par le milieu du cinéma, il désirait devenir comédien. Il fréquente Luc Besson et Alexandre Arcady, le réalisateur du Grand Pardon. Il est également proche de certains journalistes de renom, à l'instar de Nicolas Beytout (Les Echos), de Franz-Olivier Giesbert (Le Point) et de Jean-Marie Colombani, ancien directeur du Monde.
