Jacques Gounon est diplômé de l'Ecole Polytechnique en 1972 et dévient ingénieur en chef des Pont et Chaussées.
Il rentre dans la fonction publique dès 1977 en tant que chef de l'arrondissement grands travaux à la Direction Départementale de l'Equipement (DDE) d'Indre-et-Loire.
De 1981 à 1986, Jacques Gounon est ingénieur en chef tout d'abord puis directeur général adjoint du syndicat intercommunal de traitement des ordures ménagères de la Ville de Paris.
En 1986 il devient directeur général du groupe Comatec.
Puis de 1991 à 1993, Jacques Gounon se retrouve directeur du développement des activités de services du groupe Eiffage.
Il devient ensuite conseiller industriel au cabinet de Michel Giraud, puis en 1995 il devient directeur de cabinet d'Anne-Marie Idrac.
En 1996 il devient également directeur général adjoint de Gec-Alstom.
En 2001, il pilote le LMBO opéré sur Cegelec par Alstom.
En 2004, Jacques Gounon rejoint le Conseil d'Eurotunnel.
En 2005, il devient PDG de TNU.
En mars 2007, Jacques Gounon est nommé Président-Directeur général de GET SA. Il est en charge des relations avec les Etats et les investisseurs. Il supervise la stratégie, la communication, la sûreté et l'éthique, les affaires publiques, l'audit interne ainsi que le secrétariat du conseil d'administration.
Il est également administrateur d'Aéroports de Paris et président du comité pour la Transalpine.
